It seems that a more relevant comparison would be a miles upgradable return PE fare from Virgin and BA. Then the cost of upgrading one (outbound) leg to upper/club would be 20,000 Flying Club miles or 12,500 Executive club miles.

Someone will have a view about the relative value of the miles. For example, you can accrue Virgin miles quicker by some routes - e.g. a Hilton hotel stay nets 1000 Virgin miles but only 500 BA miles. The again, you can get BA miles by shopping at Tesco. And their Amex 241 is much better than Virgin Amex companion, although this isn;t strictly relevant to the OPs question.

I would make my decision 1) on the base fare for the PE/WT+ ticket, 2) that the Virgin PE product is much better than the WT+ product for the return and 3) actual availability of upgrades - not necessarily in that order

Virgin's MPM fares only usually make sense when the cheaper fare buckets have already sold out and can be good value if travelling at short notice.
