I don't doubt that the Dorchester might be the best, however the self-styled 'elite of london' tend to do whatever other 'elites' do...hence the never-ending merry go-round of the latest 'must see and be seen' bars/clubs/restaurants.

I haven't had high tea in London for ages -- must be getting onto a decade -- so can't comment on what's top right now in terms of the provisions. However, I do frequent the top london hotels for drinks/meals fairly frequently so can comment on the ambiance. Although the Ritz gets slammed quite rightly for being a tourist-trap, the Ritz dining room (where I believe tea is served) is simply a wonderful space. The dorchester is nice, but not that nice, and Claridges and Connaught follow. I like the library bar at the Lanesborough, but not sure where tea is served.
