Being nice to the GA never hurts, but for phantom upgrades there was a very well defined list of criteria, as well as a very well defined list of eligible elite flyers (who were ordered by upgrade status). If I remember correctly, the guidelines for GAs were something like:
If seats are available, you may provide upgrades to (in order) flyer A, flyer B, flyer C, Flyer D, Flyer E. These passengers (max. 5) were ordered based on some combination of elite status, annual/lifetime spend, and fare class.

This may be a simplified version, but I think it covers the bases. It was never expected (even if WBC wasn't full, since it was limited to a max of 5 pax per flight).
