The Palm Court at The Langham is very good, but my personal fav is tea at The Landmark in Marylebone (possibly also because I can walk there!). I also love tea at The National Dining Rooms (Sainsbury Wing, The National Gallery), they do a lovely tea plus bonus art & views of Trafalgar Sq.
