In Finland regular one can be had within 1 day with extra fee; can get temporary one at the Helsinki Vantaa airport while waiting.

During last trip to Finland finally added our 3 sons born overseas into the Finnish system - altogether took 2 business days. 1 day to get social security numbers and their Finnish nationality confirmed, 1 more day to then get passports.
