I would have thought that there would be no need to get some mailed. Your average bike shop should stock some.
You could use pagesjaunes.fr to find a local bike shop ('vélociste' in French) on your route. near GVA, you can also get some in Decathlon in Annemasse (€6.90 for 3 or €8.90 for 5) but a 9am opening time is perhaps a tad late for you?
