Insha'Allah means "if God wills it", it doesn't mean "we don't care, we'll just see what happens".
It is employed in the very fundamental belief that the outcomes of all our actions and desires are subject to God's will. Suggesting you could override His will by promising to arrive on time would be inelegant at best, tempting fate at worst.
You could see it as invoking God's blessing on your journey. Really not a bad insurance policy.....
