I never said it was "justified punishment", but one should adhere to another country's customs and if tipping is standard, you should participate. It's a "cost of travel". Europe does the same thing with their INSANE taxes for travel to their countries... the only difference is we have no choice with their fees. Here you supposed to choose the high road... Some don't.
