Our son has been commuting between PHX and LGA for college using the certs supplied by Citibank where he was getting some pretty advantageous fares to Europe as well as for the commute. They did not have a penalty built in if his return flight was beyond the 30 day window.

As of May 31, 2003 the promotion will end. It was great while it lasted and will be sorely missed. Back to having to carefully mix and match free seats and low fare shopping.
