Have you checked if they are pending in the points detail section? I haven't quite met the terms of this promo but with others, I saw them there for some time. On one occasion, an Amex rep helped me out by "pushing" them from "pending" to earned and thus available to me.

Not sure what I'd do at this point if they aren't even "pending" and another full cycle + a week has elapsed. I tend to give them 2 full cycles before pressing unless there's some other circumstances.
