Maybe look at something like an unlocked Nokia E63 (which has wi-fi), install fring, and then use a combination of pre-pay/wi-fi (free, where poss)/data to make the cheapest possible calling options?

I'm on 7-Eleven pre-pay, which meets my (admittedly modest, in Canada) needs
and benefitted from a promo last year that brought per-minute call charges down to something almost reasonable. IIRC, they have an unlimited data plan for $10/month which seems too good to be true, and I suspect you can't use VOIP/SIP with this - but might be worth checking out.

Canadian telecoms are a rip-off, though
