I think it truly is an improvement in terms of clarifying it - also to my experience and knowledge, up to now you were depending exclusively on the willingness of the warden.
Although some may see it as another step in overfilling the SEN lounges I prefer this for the once a year opportunity traveling with the family compared to SEN lounge access for *G.
