I believe that the Pen ran the Shopper's Promotion rate (or similar) on suites in January 2010, but only a limited number of suites were available at this rate. I recall this because I missed out. However mid-2009 (when this Shoppers rate was available) was a dark time for international luxury hotels, and if you are not able to access a similar rate now for January 2011 then it is likely that any suites at this discount rate are either sold out, or the Pen is not running it for this peak period this year.
In relation to rooms, definitely go for a Balcony room if you like being able to step outside and breathing the air. I like being outdoors, and appreciated the Balcony room on this basis. Would certainly go for a Balcony room over the Grand Deluxe room.
