I am not sure, but from my own experience bulkhead seats are NOT specificcally blocked for AA elites. The last 40 or so bookings I have made on aa.com, irrespective of how much time in advance,..etc.. the bulkhead seats have always been shown as occupied. Exit rows have been available about 80% of the time, but never,ever a bulkhead seat. Always shows occupied on the seatmap
