I've also had major problems in the past with Avis Israel - in fact, it got to the point where I'll never rent with them again, or any other Avis branch worldwide due to the troubles and problems they caused me.
Take it up whatever happened to you with Avis US - their customer service is second to none. You could also try the TLV office in Israel, but YMMV...
