If I was at the FD I wouldn't put someone in a room unless the cert was in hand, either.
Don't you still have to give a CC for incidentals? Why couldn't the agent just take the CC and if the points never came through just charge the full amount for the room??
Sounds like the agent didn't want to work too hard.
