I'm not aware of anything - I've never heard of a 'friends and family' plan in Canada that includes calls to the USA.

I've heard of people doing tricky things with Skype and call-forwarding, i.e. setting up a Skype number that is 'local' to your friends and family that call-forwards to your mobile phone, however your friends will still eat minutes calling your Skype number, unless they add it to their 'friends' pool.
