Yes sorry the photo didn't come out very well. It isn't actually a rude gesture, I think there is another finger which is obscured. I assumed they are supposed to be hand signs (the kind used for deaf people) and it might spell out a word or numbers but that is just a guess and I don't know why it is there - deaf people can obviously read the normal signs. Maybe it is just 'art'
