Unfortunately it takes 5 working days now. I think it was 1999 when I had it done in 14 minutes:
Walk from home to local town hall: 3 minutes
Go to counter, give them old passport and new photograph, pay fee and sign form: 2 minutes
Wait: 5 minutes
Get new passport and sign: 1 minute
Walk home: 3 minutes
