Generally true, but one must also consider that an aa FF w/o status is limited to only 60K miles/year via AA-citi cards. Admittedly, this can be circumvented by using an SPG card. But a foolproof system is impossible.
If someone did only use AA-citi cards, then AA/citi could make substantially more than $14K unless the end user judiciously stops using their card at exactly 60K/year
