T3 domestic baggage claim is kind of tight and definitely not a place I would want to wait longer than I have to. If I were you, I would get my bag and take the Airtrain to either the T1 food court (pre-security) or the T4 "mall", which are much better places to wait. Then you can go meet your ride whenever they are ready and you have a pleasant place to hang out for a few hours.
