If this is really a safety issue as the OP has indicated, I would ask if FA's have a requirement to comply with the rules themselves? I have many times assisted small FAs lift their heavy (and I would suggest oversized) bags into the overhead bin because they had trouble lifting them. I would suggest some of them are easily over 30 lbs, not sure if they carry lead in them or not for a small roller bag.
I too become very irritated when I put my briefcase or other things in the overhead bin only to have crew come aboard and smash everything up with their bags. I know other passengers are far from respectful, but the crew should know better in treating customers.
As has been said here already, I agree 100% with the OP's position, I just think the approach is totally wrong. If size of carry on's is such a problem, AC should deal with it with a corporate strategy. Having a few FAs going around as the 'police' in an inconsistent way is not going to win any favours with anyone.
My guess is that that OP had a bad experience with an E/SE passenger and is just generalizing to get it off his/her chest.
