It's the other way around. You pick-up prisoners and bring them back to your own jurisdiction. You don't deliver the prisoners for someone else.
At least back when I was doing it, you had to pre-board and sit in the last row of economy with the prisoner.
So you could upgrade on the outbound, but not on the return with the prisoner.
