It was in the last lot of rules I looked at a couple of months ago and it gave two different rates: one for most longhauls in the network and one for direct flights LHR to Australia. It has to be identified in the fare calculation as a "Q" surcharge and the relevant segment(s) can then be booked in W or T (which one I'm not 100% sure).
