I was booking a OW 4 continents ticket for a friend from Australia and in the rules it specifically states that an upgrade to WT+ on BA is permitted at USD300 per sector.
For other tickets which don't have provision for the upgrade, there is the other way of getting WT+ by purchasing the in flight upgrade at £200 but I don't think that that will count for getting the 100% mileage
