The only data I have for ATL-DXB is from this week. I had to purchase a ticket 48 hours before flying and I could have either flown on Monday or Tuesday. Monday had Z=0 but Tuesday had Z=1. So I booked for Tuesday and upgraded using a PMU on the spot (including the return).

I have a subscription to EF and I set an alert for Z on the Monday flight. It opened to Z=1 about an hour before the flight. So that means at least the first person on the waitlist who was trying to use a PMU would have received the upgrade.

What I'm not sure of is whether the gate agents will process PMU upgrades first or if they just fill it with NSRA's and then if there are still seats left they process PMU's.
