Depends on who did the quote ! Did you search the fare online or did you go to a TA?
Note that there are more than one Business Class fare... and should the cheapest Business Class fare class is not available to the Phuket route, the next fare up is quoted.
The lowest D class fare between LHR and BKK is around US$ 1862 and that does not include the BKK and HKT sector. The same D class fare to HKT is around US$ 2054. But should D class is not available, then the next fare up is quoted which I suspect is the case with you.
The next fare up from D between LHR and HKT is US$ 3218.
The search engine online does not give you this reasoning. Your best bet is to go to TA who will search for possibilities for the day that has D class service so as to lower your fare.
