I think you can get First with 35 days instead of 12 rentals if you have longer rentals. However, most Canadian locations are STINGY on upgrades. As Avis First (or whatever they used to call it), I couldn't get upgrades at YYZ or YUL, except the random upgrade from mid-size to the old Taurus

As Pres. Club or Chairman, it's also been very difficult, unless there's a manager around.
