I think it's very fair to be honest.
One could say cancelling should cost lot more to prevent people stockpiling several awards at a time with the intention of only flying one of them.
Not sure many people want to invest their savings with BA, tbh, so I doubt this is a mega problem. Besides, BA does get the use of their money until cancellation so there is an implicit fee.
