Unless he is a US marshal, he would not be covered on the US federal govt bid, and would be paying market fares. I go with the 2nd, that he is on expensive unrestricted walkup fares. US govt fares are not "full Y" but can be booked in Y. Full Y is the "YUA" and the g-man does not pay that, rather YCA, which is a negotiated contracted price, with the same restrictions of the YUA (and of course, the addl restriction of being a US govt employee on business.)
