I don't think so. Alamo/National Boston downtown, and their other generally few neighborhood stores, can sometimes do one-ways at competitive prices, even long distance ones. They typically participate in the FL driveout as well, and in some cases (ex NYC larger neighborhood stores) even the drivein.
