I'm not sure about the baggage recheck situation, obviously its better if you don't have to wait for your bags (don't check luggage). VS will be able to issue your BP, so really, can you be through CBP/get E->A in 1:10 with some margin of safety, I'd say it *should* take 50 minutes max. If you aren't carrying a lot of stuff, it might be fastest to walk through the parking garage from A->E rather than waiting for the bus and then for the bus to loop around.

If you travel int'l often, I'd suggest getting Global Entry, it can really save your bacon if you land behind 2 747s from TLV and DEL (it saved me 1 hour in that situation when my companion didn't have it...).

If you can do IAD, I'd say the 3 hours is "safer".
