Just as a data point, I was in PE from SYD-HKG yesterday on a last minute ticket that was quite expensive. I inquired about a cash upgrade from PE-->UC and they quoted 1750 AUD firm. Wouldn't move down from 1750 even last minute at the gate and many empty seats in UC were free.

After riding that entire flight in an uncomfortable PE seat I should have paid the 1750..
