At the Sheraton - at everytime I've gone, getting a pool chair no matter what time of day isn't a problem. It's quiet - close if you want to check the Westin out - and more relaxing.
I've only ever stayed at the Westin, but I've only ever used the Sheraton pool - I don't need the stress of dealing with the hyper crowds at the Westin pool. The best park is walking over to the Sheraton, snorkeling at Black Rock (among the better/easiest snorkel spots in Hawai'i), then having a rinse, swimming at the Sheraton pool and having lunch poolside at your lounge...blissfully free of crowds, screaming children and people fighting over lounges.
Don't stress - either use the Sheraton facilities (you should at least order drinks or lunch to compensate them, it's only fair) or just book a room there.
