Well, I would think the interpretation is quite simple: if you occasionally give away a ticket to family and a friend or two, regardless of who pays the fees, then there is likely no issue.
If you are sitting on millions of points, and you regularly book itineraries that have little to do with your or your friends' usual travel plans or domiciles (e.g. you live in North America, but you're booking J tickets Asia-Australia every month for different people), chances are you're in the business of selling those tickets. At that point they will likely come down very hard on you and there's nothing you can do about it.
