Actually, my experience is somewhat the opposite! My last travel was AMS-SEA-AMS on a KLM flight operated by Delta. On the outbound, my bag was 27.3kg, and the check-in agent at the business class counter barely mentioned the weight. When checking in at the (extremely slow) business class counter at Seattle, they were quite adament that the extra 1.5lbs either had to be removed or I would pay a $150 fee.

I've never had an issue with KLM when my "overweight" bags were only slightly overweight, but I agree more seriously overweight bags will probably cause problems. Those are the rules though... they're well published, regardless of whether we hate them or not.
