As for the pool chair issue, I take the matter into my own hands.
I look for lounges that have only towels on them, next to or near occupied lounges. I ask the people sitting there if they have seen those who had 'reserved' those lounges, and if no, if it's OK for us to take them. Usually the answer is that the pool sitters been there 1 or 2 or 3 hours, and they have not seen the empty chair people, so go ahead and enjoy. So we do. The hotel has many posted signs prohitibing 'saving' of chairs, so I have feel no guilt taking an unoccupied, towel-reserved lounge chair. And I've never been 'confronted' by the chair-reservers.
I do the same thing. I take the pool towels or any personal property to the pool hut and turn them in. I've been questioned by a "returnee" only once and that was three hours
after I "took possession" of the chair. When I explained where his stuff was and what the rules were, he didn't appear happy but didn't complain.
