While I am not able to answer any other questions, I can tell you that the subway does run to ICN. http://www.urbanrail.net/as/seou/seoul-map.htm The Airport Line has not been completed, so it is in service between Incheon Airport and Gimpo Airport only, not Seoul Station. That means you will have to transfer to either Line 5 or Line 9 at Gimpo Airport to reach the downtown.

I just used the Airport Line from Gimpo Airport to Incheon Airport several hours ago actually.
