The legroom from United E+ compared to other carriers premium economy is relatively the same. (some aircraft a bit less on UA). This is generally around 36 inches of seat pitch. Value wise UA is the way to go for legroom. It would be worth researching which carrier has the most workable upgrade policy on the routes you fly. You would be able to earn miles and maybe status for business class upgrades.
