Accuracy of ITN/PTO seat maps, or is it AC?

I've just been trying to rearrange some award flights to reduce the number of segments. I'm even willing to take W seats and standby for D (but that is the topic of another thread, maybe). I've spoken to two E agents who have told me that the flights I'm interested in are oversold in Y. According to ITN, one of these flights is straight 9s from Y to L. PTO shows over 50 unassigned seats for the same flight. Is it the case that there is a real discrepancy between ITN/PTO and the true booking situation, or am I being fobbed off?
