Did marriott officially change their policy and is no longer providing any free toothpaste or other amenities if you forgot them?

I stayed at the Rochester Airport Marriott, and forgot toothpaste. I was told it is no longer complimentary and i could buy it at the gift shop. 2 weeks later, they also charged me $0.80 for one of those horrible disposable razors.

Is this the new standard for all marriotts?

PS - I searched the forums but cannot find this discussed recently. This makes me wonder if it is isolated to one property.
