Can an airline switch the operating airline on a route without notice

I checked in my son flying unaccompanied on a flt from BOD to TUN on TunisAir. This flight was booked as a regularly scheduled flt and not a charter. I checked him in and said my goodbyes at the security check point. When he arrived in Tunis he told me that the flight was operated by a TURKISH charter company Trailwinds Airlines and that the flt attendants did not speak French or Tunisian which was the language of the pax. And, that the plane was very old. Is this legal? Shouldn't I have been informed at the check-in?

Is anyone familiar with the rules?
