These days (going on 18 months) it's impossible to get through to Dallas. Try faxing them (214-792-5099) your request. Include your name, RR #, and phone number.
Confirmed today that this works. Didn't even call, just faxed a copy of car rental record to 214-792-5099 requesting a partner inquiry and gave them my info.

Faxed on 8/4/10, credit showed up 8/18/10.
