Most of the NYC and BOS flights operate out of DCA as shuttles (Star Alliance). Same goes for WAS to ORD.

Dulles operates as an airport where they pile them in and ship them right out. This is evidenced by the A terminal being completely devoid of planes around 2:15PM. I agree with the comment about the 6 to 10pm hours. Many of the connecting flights have already left.
