When I've arrived in SEA late (usually after midnight) there is a booth on level 2 that will give keys to emerald aisle customers. Earlier you can go straight to your choice of vehicle. I have arrived as late as 11:30 and not had to stop at the booth.

THeir non-emerald counter is on the 1st floor.
