Everyone doesn't get the gift card option -- a colleague tried and I enquired and this is the response I got --
Beginning on the morning of January 19, 2010, some members are no longer
eligible to redeem miles for gift cards. Based on predetermined
criteria, which may change over time, when a member logs in they may or
may not see gift cards as a redemption option.
