The 'dirt bag' should be treated like any other thief. That he stole things out of luggage really makes no difference.
This dirt bag violated his position of public trust. His actions reflect not only on himself but the entire TSA & it's hiring process. The TSA produces propaganda that purports that the agency makes us "safer" and "protects us", while at the same time it's employees and agents are stealing from us. We expect better from those that we pay to abuse us.
