You are forgetting illegal aliens. You'd be shocked at how many cases get dropped when the prosecution assumes they are going to be deported anyway. Google a few articles if you have any doubts.

Absolutely. The position of trust gives the means to commit this crime which would be otherwise unavailable.

Breaching the public trust shouldn't be handled lightly.
