The 'dirt bag' should be treated like any other thief. That he stole things out of luggage really makes no difference.
I completely disagree, that he stole in his line of work as a government employee, acting supposedly in a position of trust makes it worse.
When breach of trust is concerned the penalty should be higher to reflect this, and certainly in our judicial system, this is so.
