Only legislative organizations can make laws.

Breaking a Airline rule can never be Illegal.

I am not sure if you did , but if you did, you only broke your civil contract and very limited civil remedies are available and only for proven damages.

When you do anything close to this you do NOT do any of the following.

1. Enter Exact Passenger name on two potentially conflicting itineraries. Tiny differences are OK, especially in First name and/or Mrs/Ms
2 Enter FF number on Two potentially conflicting tickets.

3 Book both tickets on airline's own website.
